Ito was engaged in various tasks related to international tax examination (including transfer pricing examination), review work as well as large enterprise examination and served as Examiner of Large Enterprise Examination Department, Senior Review Officer of Review Division (Large Enterprise Examination), Senior Examiner (International Taxation) and Deputy Director (being in charge of transfer pricing) at the Large Enterprise Examination Department, Tokyo Regional Tax Bureau. After that, being appointed as a Chief Investigator of Japan National Tax Agency, he led the development of international taxation for international trade. Meanwhile, he was engrossed in studying of international tax avoidance schemes as a leader of the research section of the National Tax Agency, as well as a key member of the task force on the tax litigation and international conferences organized by U.S. Internal Revenue Service and OECD.
